Who can install hurricane clips, strapping and RTW connectors?
This a very common question that is often not correctly answered. Often times, a roofing contractor will claim to be able retrofit a home when the roof is being replaced, and that is not correct. The Building Officials Association of Florida has issued guidance on this in the past and you can see the informal interpretation report by following the link: Interpretation Link
So, who CAN install hurricane clips? The correct and only answer is, “a Division I contractor,” which is a general, building, or residential contractor. Those contractors will have a license that begins with the letters: CGC (Certified General Contractor), CBC (Certified Building Contractor) or CRC (Certified Residential Contractor). This can be found by reviewing the Florida Statutes CH 489 CONTRACTING Statutes & Constitution
Section 489.113 Qualifications for practice; restrictions (3) (a) A general, building, or residential contractor, except as otherwise provided in this part, shall be responsible for any construction or alteration of a structural component of a building or structure,
489.105 Definitions.—As used in this part (15) “Structural component” means any vertical or horizontal load-bearing member of a structure which supports dead or live loads in addition to its own weight and includes, but is not limited to, a foundation, an exterior or interior load-bearing wall, a column, a column beam, a floor, and a roof structure.
I have seen it personally, as well as heard many stories, of homeowners paying a lot of money for hurricane clips or straps to be installed by parties that are not properly licensed. The vast majority of the time the end result is not what the homeowner wanted or expected due to the wrong product being used or the correct product being installed incorrectly. DO NOT TAKE A CHANCE on your insurance company rejecting any wind mitigation retrofitting because you used an unlicensed contractor who did not properly pull permits. Documentation is VERY IMPORTANT!
